On Payment - That is a hypothesis. I think for a while, Amazon tested not showing the payment option altogether - instead choosing to show the default payment method with a CVV input on the final step. I'd argue that even for a new customer, it might work if it is positioned right. There is also a benefit to business - the abandoned cart emails would be far more effective.
On the color palette - No you're not color blind! In the last few years, the lightness has gone up. In the fashion world, pastels are the new 'black'. I'll do a study and get back to you, next week. Seems like an important trend to observe.
Payment first will work for seasoned customers... But for new customers/new locations - It may not work out well...
Also the color palette looked all white to me... until I focussed a little bit on it... Hope I am not color blind...lol
